Brian Billsberry MBE – Career Profile
Brian has a wealth of experience leading teams developing local and community-wide information system and telecommunication strategies, addressing all aspects of such service provision including technical, management, financial, operational and cultural, including an assessment of the implications of centralising the provision and management of such services under a single organisation.
He has been instrumental in developing a comprehensive and pragmatic approach to telecommunication strategy development for the NHS, required to support the current and future information transfer needs of several widely dispersed and disparate NHS Communities and to support the needs of government inspired initiatives such as the ‘National Programme for IT’. Clients include the NHS Information Authority (NHSIA), West Surrey NHS Community, the former Avon, West Pennine, South Cheshire Health Authorities, the Island and Portsmouth Health ICT Service and the Avon & Wiltshire Mental Health Partnership (AWP).
He has presented to NHS, Public Safety and Communications Management Association (CMA) user groups all over the country on issues ranging from the benefits of collaborative working and procurement, IP telephony migration issues, and Business Continuity Planning (BCP).
Brian has supported the procurement and implementation of many of the strategies he has produced including, the development of the technical specifications and tender evaluation criteria required to support procurement, and provision of specialist support during the tender evaluation process. This includes the provision of technical advice, management and co-ordination of the actual evaluation process, and the drafting, on behalf of the evaluation board, of the tender evaluation report subsequently used to support the contract award decision. His intimate understanding of the client’s needs and the procurement specification has proven invaluable during contract negotiations, particularly when he drafts the robust Service Level Agreements (SLA) that ensure the suppliers are contractually committed to providing the services needed and to the quality levels required. Implementation of the strategies Brian has developed has led to savings of 30% and 60% on telephone call and line rental charges respectively and much improved standards of in-service support provided by the supplier.
Brian also has extensive experience in developing the IT aspects of Business Continuity Plans (BCP) for police and military organisations. He has recently developed the Disaster Recovery (DR) plan for Westminster Abbey’s business critical telephone system. Also of relevance, Brian developed the BCP strategies for the centralised Hampshire Constabulary Force Control Room and the Constabulary’s IT Services Department, which provides IT support and services Constabulary-wide. He has also provided BCP advice to Lothian and Borders Police.
He has over 35 years telecommunications experience with the Armed Forces, Police, NHS, and in the Private Sector. During his time in the Armed Forces, he worked continuously in the telecommunications field, both fixed and mobile, and in a range of increasingly demanding posts as a Telecommunications System Manager, Communication Systems Designer and Communication Projects Officer. Brian was on the MOD tri-service team that planned the implementation of the Defence Communication Services Agency (DCSA), which has now been operating for a number of years.
Brian is a qualified and experienced PRINCE2 Project Manager and has recently passed examinations, which qualify him for certification as a Master in Business Continuity Planning. He is in the process of achieving this certification.
